Designing a Governance Blueprint for Sovereign AI in Ghana's Public Institutions

This research examines Ghana's pathway to Artificial Intelligence sovereignty. It addresses the gap between the country's current AI readiness and the threshold required for genuine sovereignty. It also tests whether an "AI embassy" model could serve as a viable path to sovereign AI delivery.

The study draws on qualitative research and a review of publicly available policy documents, academic literature, and institutional reports, with input from stakeholders across government, academia, the private sector, civil society, and international organisations.
